Minutes of the Toronto meeting were approved with minor corrections.

 

CHAIR’S REPORT

Jeff gave a Chair's Report. Last year was a transitional year, given all of the rotations of chairs and working group chairs. Some details include:

 

§         The Global Resources Program is now the Global Resources Network. CRL is expected to provide oversight for management and operational support for the GRN projects that request such assistance .

§         Dan Hazen is stepping down in July as the ARLVisitingProgram Officer and GRN Director. Eudora Loh (UCLA) will replace him.

§         The Bavarian State Library played a critical role in organizing the Munich conference, along with Helene Baumann from Duke. Jeff wrote a conference report that appeared in the WESS Newsletter.

§         The Xipolis (now Tanto) project has expanded the number of participating institution.  Average search in November – December 2003 was 28. Northwestern has cataloged all of the Tanto databases, and they will put the records on an FTP site. The Tanto web site has lots of white space, which could be filled with information relating to the GRP.

§         Die Deutsche Bibliothek will distribute the records from the Bibliothek der deutschen Literature. The GRP will get 50% of the profits from this.

§         Marion Wilson at Indiana University will be the African collection contact partner.

COMPOSITION OF STEERING COMMITTEE

Discussion

The steering committee membership was discussed.  CRL should also be ex-officio on the steering committee when the agreement for CRL to assume administrative responsibilities are finalized.  We should also consider a new name as part of our email discussion.  The proposed name change would need to be a recommendation to the GRN Advisory Committee.

 

Actions

§         It was moved and seconded that we change the bylaws to cap the number of steering committee members at large at 10. This was agreed to unanimously.

§         We should also contact all steering committee members to see if they want to be retained.  Then we should solicit new names to fill gaps.

§         We need a chair-elect, and will have an election in May.

 

WORKING GROUP REPORTS

Roger Brisson reported on the Bibliographic Control Working Group.  Tomorrow’s meeting will set the next phase of its work. The goal is to act as a resource for German and American libraries to establish a true collaboration. The joint steering committee of AACR2 has expressed a willingness to have non-English-speaking membership. The German translation of AACR2 appears to be selling reasonably well in Germany. The question of enhancing vendor records also arises. One third of H-Net reviews are now German reviews.  Is there an interest in inserting links to the reviews in the catalog records? There will be further discussion.

 

Lynn Wiley UIUC) reported on the Document Delivery Working Group. The Munich meeting was particularly useful for its conversations with partners. A plan for a gateway was developed to facilitate overseas delivery. Document delivery via Subito to US libraries is still not possible because of copyright issues. UIUC will handle the delivery for returnables for a pilot project (perhaps starting with CIC schools) that aims at full reciprocity. The trial may run for three to six months. The Steering committee applauded the tenacity of all sides in continuing to try to work these issues out.

 

Richard Hacken reported on the Digital Libraries Working Group. The DLWG has traditionally worked more on digitization than on database access. Action items: a) support the creation of digitized resources, b) find those that do exist, and c) lobby for centralized solutions.  Possibilities include digitizing 18th century dissertations from Germany and WWI materials. Also talked about digitizing tables of contents for German books as a joint project with the Bibliographic Control Working Group.  A Goettingen/Cornell project was funded by the DFG in the DFG/NSF initiative, but Cornell still awaits word about funding from NSF. Michigan State University plans to move forward with an OAI Harvester project for German materials.

 

Jim Niessen reported on the Collection Development Working Group. The group focused its attention in Munich on DigiZeitschriften and ProQuest.  Action items were: a) to find a reasonable pricing scheme for North American access to DigiZeitschriften (it will be free in 2004, though a license will be necessary; there will be a charge in 2005), b) to find a similarly reasonable pricing scheme for German access to digital North American research journals, and c) to explore using contact partners for reference assistance.

Michael announced that there will be a GRP meeting at the Bibliothekskongress in Leipzig in March 2004.
